В 2005 году окончила Государственное образовательное учреждение высшего профессионального образования «Саратовская государственная академия права» по специальности «юриспруденция».

Имеет ученую степень кандидата юридических наук.

советником юстиции II класса.

С января 2018 года по июль 2020 года работала мировым судьей судебного участка № 1 Аткарского района Саратовской области.

С 30июня 2020 года назначена на должность судьи Заводского районного суда города Саратова.

Постановлением Саратовской областной думы от 20 декабря 2017 года №6-144 назначена Хохлова Ирина Семеновна на должность мирового судьи судебного участка №1 Аткарского района Саратовской области сроком на три года.

Указом Президента Российской Федерации от 30.06.2020 г. № 432 назначена в Саратовской области судьей Заводского районного суда г. Саратова.
